it looks like some crud is stuck on the "20". Other than that I just see a heavily worn coin.

It's something stuck on the coin.
Certainly wasn't minted that way
so it is PMD.

Try soaking in acetone for a day and
See if it comes off.

Thanks a lot ! ...I will try ( there were minted only 300.000 units of this coin ,so in my opinion it will be nice to try to clean it -without extra damage of course ! -) . Best

Acetone will not harm your coin.
Just be sure to thoroughly rinse it after you take it out of the bath.
