Found this note during my searches and thought this may be ink from the printing of the bill. Any thoughts?

Nothing like what the BEP uses. From some environmental source such as markers, makeup, or pens.

Reverse pic would help, but at this point I would be skeptical.

Thought it looked very similar to the green in the numbers and the seal. No bleed through that I can detect on the reverse. See pict.
