Looks like damage on the jaw. On LIBERTY it is common for Quarters this year to look like this. The master die was expanding and needed replacing, which they did 1983. (Note how close to the rim the devices area)

Note how close the LIBERTY is to the rim as it progresses towards the rim. So even Machine Doubling will more the rim with it that close:
