So if an ebay seller doesn't offer returns and you are not satisfied or happy with your coin, what if any recourse do you have? I am strongly considering buying 2019w cent NGC PF69. I know they have a history of blemishes. Would NGC bother to slab a coin with such blemishes? If I'm gonna plop down $40 I wanna make sure I'm gonna be happy with the purchase.

You can fight a "no return" dealer through ebay but it's a time-consuming hassle and hardly worth considering for a purchase of this size. Keep shopping and find a dealer who will refund your money.

There's a chance you might be able to fight under "not as described" (if the listing gives you actual cause for that), but if they're just selling only "PF69" and that's what you get, it's not worth the trouble.

That's why I don't like general PF69 coins. I want to buy a specific example not a random one.

When a seller lists no return, I move on and look for coins with people that do offer a return privilege. There are plenty of other coins out there.

If it's different than what they offered or fake you can return it anyway. If it's what they said it was and you just don't like it as much as you thought it's up to them if they want to offer a return or not, but that isn't something that should attempted to be forced. There's almost always someone listing something like a PF 69 W Cent where you can see the actual coin being offered, it just might cost a couple more bucks over the generic listings from the big boys
