The coin on the left is a 2015 Bombay Hook quarter and the coin on the right is a 2018 Apostle Islands quarter. Can someone help determine if this (left) was made this way or if someone did it. Thanks

Looks like the coin was painted or something? Possibly just worn down.

Looks like it may have been ground down.
Did you check the diameter to see if it was smaller?
In any event, it is not an error as it didn't happen during
the striking of the coin. Just some form of damage. PMD

Looks like the rim is raised more than usual, this would indicate the edge was ground down. This is post-mint damage, not an error.
