Not quite sure what caused the bubbles but it would have happened after the coin was struck so it would be classed as a damaged coin, not an error. Maybe another one of the members might have an idea as to what caused the bubbles.
the bump or bubble on the obverse seems to correspond to what looks like an attempt to hole the coin; above the "e" in dime appears to be an incomplete puncture
I agree with ironhorse: the coin has an attempted puncture. What you have is a damaged, circulated common-date silver dime, worth the value of its silver content.
