1999-P-Georgia-Quarter-Error-Or-Damage?

I'm hoping that I uploaded it right side up, they always look right when I'm editing them, but not afterwards.

Damaged. There's absolutely no way that happened at the U.S. Mint. It's Post Strike Damage ( PSD). You can safely put back in circulation.
