Not an error. It's call zinc rot. Someone apparently stripped the copper plating off, causing the zinc core to get exposed. It's the result of Post Strike Damage ( PSD).
@JW3, for learning purposes, you could give this coin a quick wash in acetone. If a black marker was used, then the ink will quickly come off. If not, then I think that @E&V is right and the copper was removed leaving the underlying zinc core visible. In the end, this cent is only worth face value.
