Noticed this strange effect on the back of the Queens neck and to a lesser degree on the back of her hair. Any ideas as to what might have caused this. From what I can tell it was struck like this I think.

Can't say that I have ever seen that before.
I don't know how this could have been done during the striking
of the coin. It looks like someone has intentionally made the
cuts as you can see what appears to be misplaced metal.
Hope one of our one cent error experts can add to this.

Yes, you can definitely see displaced metal and it appears as a sort of slice in the hair and a grooved slice on the neck.

Im no expert but I have run into alot of Machine Doubling recently and this really doesn't look like MD, the lines look to be in the wrong places. At first I was going to say it looks to be cut but the lines on the back and hair are matched almost perfectly, when I get a moment I can post a few up close HQ pics from my microscope of the 1975 with MD for comparison.

I have seen this going through rolls. I find it very interesting that the cut on the neck dead ends at both ends as well is tapered on one side. This leads me to think it was intentially cut. Strange indeed.

Common. Also common to find the same kind of doubling on the nose, forehead, front of tiara, and throat.

Machine Doubling with a bit of what we call "ejection doubling". Folks have to remember that although most of the literature out there on doubling is American, the Canadian presses were different. As Terry said, this is pretty common on 1c coins.

Very common if you ask me because.....I own hundreds of coins from the 70's that are very similar. it either usually affects the queens neck, back, hair, nose, forehead! In an example of a 1970s cent that I found, the queen has 3 faces and 3 dg reginas. lol I always thought she may be 2-faced, but I never ever expected 3. :)
