1969 S Jn Die Deterioration Or Over Polishing?

Tom's Adam's apple appears to be floating off of his throat.

Is this just a result of a worn die or was the die perhaps over polished, losing some of the details? His ponytail seems to have of the same problems.

How does one distinguish between the two?

The obverse die was polished down.

The Adam's apple I think is part of his neck tie,and I agree with over polished dies. Worn dies show a die flow and polishing does not.
