So I have just found the same thing a 1947 steel penny I tried the magnet test and it is indeed magnetic but it's making me wonder because of the rim not on obverse but the outside rim looks copper but like a mixture not sure if it's fake but would like to know

A picture would be nice but it is possible that it was coated with nickel
which would make it slightly magnetic. You can be pretty sure that it wasn't
done at the mint though.
