Actually they are not . The way you have the coins lined up in your pic is off. Here is your pic cropped to line up the bottom of the bust. Notice that the point of the bust swings up with each coin in the same amount that the date does in your pic.

The dates are the same. There were no varieties in the dates in 1977.
Probably one die has slightly more wear than the other ones.
