I need to pick up a PCGS slabbed Kennedy half, Lincoln memorial, Lincoln Shield, Ike, Susan B, Sacagawea, etc. What year and date should I look for in these? Not looking to spend for an MS70 if prices are astronomical. Ideally, high grade without breaking the bank.

I shot for mid MS grades for those for my slabbed set. MS63 or 64 for the kennedy. The others can be in 65 or 66 pretty cheap at under $20 each.

You won't have to worry about MS 70s, there's only one I can think of and I want to say that it's a mislabeled proof. 67/68 is generally where the big price jumps happen though for somethings its a 66. There isn't any date or mint you won't be able to find for a reasonable price in certain grades. You will just have to decide how much you want to spend and would you rather have a better date in a slightly lower grade or just get the best grade you can get

You should check out the PCGS Price Guide. Find a good price and condition deal. Look at each grade and look for the cheapest one in that grade, find the highest grade for the price your willing to pay. As for which year, try to go for either the first year of issue or any random year.
