2006 Coloured Breast Cancer Quarter...rotation Error?

Hey folks, me again.

I noticed that the breast cancer mark on this 2006 quarter seems to be off-rotation. Is this considered an error or is this just how they were minted? I apologize in advance if this is a silly question, extreme noob here

I could be wrong but I dont think the ribbon itself would count as off rotation. I think you would have to go by what was actually struck on the coin for it to count, the ribbon is only paint so I'm not 100% certain it would count but I'm sure someone with more experience with rotation errors will chime in.

It is not an error.
The ribbon was stamped on after the coins were minted
so they can be in any position on the Reverse.
