OK, I assume you are talking about the weakness in STATES OF. This is a common occurrance from a sightly weaker strike, STATES OF is opposite the base of Lincoln's bust. That bust takes a lot of metal to fill and until it does there is reduced pressure in the area. Since it is easier for the metal to flow into the big open area of the bust, it doesn't flow into the more confined spaces of the lettering on the reverse. Hence the weak, sometimes very weak lettering.
Looks like a struck through foil from another coin. Note the outline of the affected area? The ghost images where the foil was. No premium for this, but more of an explanation what happened during the strike. Later fell off the coin:
