Is this a genuine ink error? It looks like the type of ink they use at the mint. I don't know how to tell if an ink smear is real, or just a pen spill. Please help!

I would lean toward a post-printing stain.

It would be pretty hard to prove it was done during printing.
I would say it is just damage.
