2013 MT Rushmore Quarter Obverse Marks

I am looking through a bunch of coins before I cash them in and found this. Can someone tell me what makes these marks or what this is called? I did some searching but only came up with something called wheel mark but I doubt that is what caused this. What ever it is, happened after the artwork stamp but before the lettering stamping. I am new here and to looking at coins so please forgive me if my nomenclature is not correct when trying to explain this...thanks in advance.

To CCF! Coins are struck by steel rod dies, not stamped. What you have here is unfortunately just Post Strike Damage ( PSD) from a Coin Wrapping Machine. It's been damaged after it left the U.S. Mint, so it's only worth 25 cents. It's safe to spend.

To your point,
The "artwork" on this coin is raised, but the lettering is incused. So, damage - likely from a Coin Wrapping Machine - would appear to skip over the letters as if it were there before the letters.
That should explain what you are seeing.

@BigSilver I am such an idiot. Looking at the coin under the microscope, the lettering looks raised. Had I looked at it with my naked eyes, I would have noticed that. NOOB

I always give the credit to the Photographer. It keeps me out of copyright issues. I create thousands of these for just such a purpose. I've created hundreds that I have not used yet.
