The notching on the 4s are normal for that year, but the 9 might have some extra thickness. Can you get pics of IGWT, mainly WE, to see if there's any extra thickness there?

The arrows on the lower corners of the '44' are master die doubling:
1944-S-LWC.-Could-It-Be-DD?
The '9' looks like it took a hit on that mid area.
But the location of the mint mark and size, I so far don't see a listing for it yet.

The rest of the looks like a normal circulated coin. Don't view it as a failure. Thomas Edison took 10,000 bulbs to get one that worked the way he wanted. He commented, "I learned 10,000 ways, not to make a light bulb." So your training your eye. It is always easier then the doubled die jumps out at you. But you just have to realize that there is nothing there, because it should jump out at you. If keep looking too long you convince yourself that something is there, when it really isn't.

A lot of master die doubling and normal designs catch us all until we have them revealed to us.

The rest of the coin looks normal and it does not match any listed DDOs, I think it's safe to say it is circulation wear/damage on the 9. Not a DDO.
