Canada Ten Cent 1989 Error? No Ridges On Edge

I am a collector of NL coins and I don't know much about Canadian mintages or errors.

This 1989 ten cent piece has no ridges on its edge. Is this an error?

We need a straight on pic of the coin to be sure but it is probably a Dryer Coin.

A coin can be minted missing the reeded edge by being struck out of a collar.
The fact that the reeding is visible in the full frontal shows that this coin was minted with reeds.(in a collar.) There is no process within the minting of a coin that would explain the removal of reeding.
