Apparently this happens to a lot of the states quarters and the like... unfortunately this type of error is not considered a doubled die because devices are incused. I found that out the hard way and was initially pretty disappointed until seeing how common it is. The one you have is interesting because it's pretty extreme. They look cool anyway

This is a ATB Quarter. The reverse devices on the outside circle on the reverse are incuse. (sunk into the coin) These are raised on the die and when the slightest die movement before or after the strike happens, it creates Machine Doubling. I too 100 random examples and 70% showed this from very minor to really strong on this lot of 100.

Another member here die the same test and came out with the same results. So this MD is very common on these coins. But the true doubled dies are located 98% of the time on the States quarters and ATB Quarters are on the central areas of the design. On the obverse, they are on the ear lobes, and the reverses in the central area of the reverses. So far just two know examples were not in these areas. But that is where to look for these doubled dies on these quarters.
