It's been damaged after it left the U.S. Mint. It's Post Strike Damage ( PSD).

Seems to have the characteristics of a "parking lot coin" that has been effaced enough to expose the copper core. That elemental copper was then oxidized, hence the blue-green color. IMIO.

Does not have any scratches or marks that would make it a parking lot coin is thinner than others

I thought the entire obverse looked abraded, as if it had been pushed/pulled across pavement.
