I have an error quarter I think. I can't even see the mint mark. Can anyone tell me if this was done at the mint or someone did this to the quarter?

Looks damaged to me. Note the devices are flattened and the rims are flattened indicating the coin was damaged.

To CCF! Just a heavily damaged coin with Post Strike Damage unfortunately. It's worth 25 cents.

So the punch being off center doesn't really matter then or is that common?

On a coin that damaged, it wouldn't matter if it was off center at that point.
Generally something off centered would need to be more dramatic than just a little off center and be at least 10% off centered.
slight off centered by a percent or two doesn't add any real value, it's the 10-15%, or 25%-60% offcentered. dramatic ones.
