That's called Die Deterioration. It happens when the die starts to age and slowly breaks down everytime it strikes planchets at the U.S. Mint. It's in the Very Late Die State range. The 1950's was pretty notorious for overusing the dies way past their normal retirement.

In the case of the 1955, it's often called the "Poorman's Double Die".
