Depends on what year the coins are. There were designs changes.

The designs change over the years. The FG will change with it. What you want to look for is the 1988 or 1988-D reverse of 1989, in which the reverse initials are incorrectly the 1989 initials.

All are normal and are intentionally part of the design changes. All of them are spendable.

Memorial (Cent) RDV examples.

I'll let you compare RDV against known dates. Remember you may need to take other things in account like different die states for one. Other than being from the copper era nothing currently stands out. Thanks, Doug.
