It's called Split Plating. Very common on the Copper plated Zinc planchets.

Oh, when I read the title, I thought maybe there was a coin featuring a jalopy. (Cuba?)

I had recently commented that a coin commemorating radial tires wouldn't be out of place among some of the recent USA commemorative silver dollars, and some of the new "Innovation" dollars seem to be along the same lines.

It's a Ridge Ring, from a worn out die.
