Looks like it has been coated (varnish?) with something.
In any case, it was done after the coin left the mint so it is just damage.

That's called die flow lines. It happens when the die starts to age and slowly breaks down everytime it strikes planchets at the U.S. Mint.

I figured the OP was referring to the shinny finish on the Obverse,
that why I gave the answer that I did.
Maybe Quin36 can verify what he was referring to.

@coinfrog, quin36 (she), or I, was referring to the finish/color/extreme shine on the reverse and semi shine/ring on the outer rim of the obverse. It is like a super bronze mirror on the reverse.
