1943 Half Dollar Multiple "1"? Error

I've not seen this before and can't find another one like it. I can't tell if this has multiple "1" in the date, or if this is an edge error on the date. If that's the case though, why isn't the edge messed up? Has anyone else ever seen something like this or have any thoughts on rarity or value?

It looks like that area took a hit from the reeded edge of another half. It is most likely damage.

I had thought that originally, but instead of those marks being indented in the coin, that are actually raised up off of the coin. I'll add a better picture to try and show this better...
