born in Paris in 1808 (which of course he wasn't) and rebuilder? of France.

1852 has no significance, either.

Louis Napoleon Bonaparte, nephew of the great Napoleon Bonaparte is better known as the French emperor Napoleon III.
He was born in 1808 in Paris as a child of Louis Napoleon, king of Holland and brother of Napoleon I.
He became the first elected president of France in 1848. After a coup he held in 1851, he was chosen to be emperor with almost the whole electorate (7,5 million votes) in favor. This plebiscite was held in 1852, the year he re-established the French Empire.
After his defeat in the French-Prussian war, he had to abdicate in 1870. He went into exile to England where he died in 1873.
He is buried in the St. Michaels Abbey in Farnborough (Hampshire)

How did it get in the garden ? Somebody put it there.

Strange items and particularly coins turn up in the strangest places.Lots of stonemasons put a coin where a keystone goes in a wall or house for instance.
