That's definitely aftermarket damage. Are you able to easily remove those flakes? It seems like it wouldn't be too difficult. If it is, that's straight damage by being plated post-mint.

Probably nail polish. Try using acetone.

It's some type of residue stuck on your coin. It's Post Strike Damage ( PSD).

Having 7 g-daughters, I know my glitter nail polish. You can even see the 'pools' around the glitter.
