The thing on the back is common,over polished die I think. The rest might be a Struck Through Grease or over polished die.

Isn't over polishing done at the mint? So that would make it an error correct?

No not really..it's considered Die State of a coin..your coin would be a VLDS(very late d. s.)...if that was an error than die scratches could be considered..and how common are they.....Right? Happy/fun hunting...good luck
