Ugh! Here Is A 2006 P Nebraska Quarter That Looks Silver But...

Here we have a 2006 P Nebraska State Quarter, from the side reeds it looks to be silver however, I understand the Nebraska P Quarter was never minted in silver. A silver quarter weighs in around .18 oz and clad being around .22 or so this one weighs in at just about .20 oz. Could this be a missing clad layer, am I missing something along the reeds, am I just going blind or is this just something that happens from time to time? The quarter looks normal other than the reeds. Any ideas would be greatly appreciated.

It's been artificially plated. It's Post Strike Damage ( PSD), not an error coin.
