Most definitely! Note how the coin goes out of round near Tom's head. That is usually a sign of PMD because it is not possible during the strike with a properly operating collar.

When an incuse mark pushes the metal out of round (edge), then it is damage. The incuse marks on your coin pushes the metal out on the opposite side of the coin. (another sure sign it is damaged)
