I don't think the quality of the images are the issue but rather the size. They appear to be something in the 300x300 resolution range. Try adjusting the resolution of the scanner to something much higher while scanning the coin.

Maybe something on the planchet or in the die when struck?

That is what I am suspecting.

Are the dark ares below the level of the surrounding surfaces or at the same level?
