I'm concerned about the weights and diameters I got for these coins

Listed Below are all the years, weights in grams, diameter in millimeters, and Grades using the PCGS Photograde app.

So are the quarters and half dollar that I have counterfeit then because they are outside the tolerance?

I think it is a matter of circulation wear. Post a pic or two of the ones you think might be a good candidate for being fake.

Diameters are fine, weights on the barbers are a little low, but the spec and tolerance weights are for new coins and at the grades listed yours are heavily worn. They probably are not unreasonable.
