Okay, I don't think my eyes are playing tricks so please give me feedback o this interesting scenario.

I'm no expert but it looks like contact marks from maybe another coin or another object being pressed against causing the imprint your seeing? also seeing some of the others dings and scratches from being in circulation, tells me PSD and no error. Of course tho, lets see what the experts say when they have a chance to see.

also, having pictures of the full coin on obverse and reverse does always help by seeing the whole coin. It could possibly be a die clash of some sort which I'm doubtful, but its hard to tell when only seeing part of the coin

The mintmarks aren't added to coins after 1990. They are part of the design. So it cann't be a mintmark. It is just damage to the coin.
