What Caused These Lines Of Metal (Costa Rica 100 Colones 1995)

I have two 1995 100 Colones coins from Costa Rica. One is in good shape and the other has seen circulation (sold as a 1995/1995 overdate).

The obverse of circulated coin has small needles of metal on the edges of the design and some letters, mostly pointing away from the center of the coin. The reverse looks fine. I've included images of the full obverse, some detailed areas, and the date area of the "overdate".

The better coin has similar (but smaller) pieces of metal on the reverse, while the circulated coin doesn't have any.

What causes these metal shapes on the coins? (And is the 1995/1995 really an overdate?)

Lines like that are often die adjustments.
Possibly the results of correcting a die clash.
