It is a sample planchet made by a manufacturer that supplies their product to official minting facilities.

A typical example:
The Royal Australian Mint in Canberra does not make own coin planchets. It obtains it's supplies of unstruck coin planchets from South Korea.
For it's collector issues, the Mint obtains most of it's precious metal planchets from the Perth Mint under contract.

This particular planchet has been struck up - probably by a mint, then sent back to the planchet manufacturer, to be distributed for sample purposes to demonstrate or display their product.

What is the weight and diameter? My first supposition is that it complies with planchet specifications for the Canadian Twonie ($2) or the 2 Euro coin.
