I came across another dime with this look to it. I didn't get a cut and dry answer to what was going on with the last one I put on here. Here's a look at this one....

Heavy Die Deterioration and wear made the metal on the surface on the die flow towards the rim, causing this orange-peel effect.

They kept using the die until it cracked for the mid teens.
