There were a few coins that were listed as wavy steps that show these lines on the base area of the Memorial building. But that is the only mention I've hear about.

Die wear removes the crispness of the design. Just normal wear and tear on the dies. The fresher the die, the better the strike. Poorer strikes are less desirable.

Could be a worn die or a Grease Filled Die or a weak strike or even circulation wear.
