So, I haven't been able to find any info on any type of experimental quarters (at least for this particular year) or if it has the clad layer missing. I'm just dumbfounded, maybe it's just environmental damage, I don't know. Maybe someone here knows.

Definitely Environmental Damage, as I can see the original color coming back.

That's glare from the light. It's all that brownish color but has luster to it. Well, brown luster, if that's even a thing

Have you tried weighing it yet? There will be a weight differences on a coin missing the Clad layers.

Yes @e&v is correct. A coin with a missing clad layer will be lighter. The coin should not be fully struck. I strongly suspect that your coin is this color due to environmental or chemical exposure.
