I read somewhere that in the past few years that the mint uncirculated set that the quarters were actually a little different finish than the actual normal released to the public quarters.

Is it still this way for the 2019 set?

Does PCGS have a different category for the different finish coins when they grade them?

From 2005 to 2010, mint set coins had a "satin finish" on them. There are some other years where the mint did the satin finish as well. But, I believe, in general, after 2010 the mint reverted to having the mint sets and business strikes with the same finish.

Some people don't collect the satin finishes, but in my Kennedy half collection, I have the satin finishes "in cello", out of the cello, and regular business strikes collected. I originally was having a hard time distinguishing between the two, so I bought them in the original cello to be sure. They are obvious to me now.

The satin finish wasn't just for quarters. It was for all coins in the mint sets up to 2010. But I think it's hard to tell the difference. I don't think the 2019 sets have the satin finish. But you do get a 'W' penny as a bonus!

The uncirculated and business strike coins have the same finish since 2011, but the uncirculated set coins are minted at a slower speed and with more pressure. Dies are retired sooner as well. That being said, the best made business strike coins are going to be indistinguishable from the mint set ones.
