That's called Die Deterioration Doubling. It's caused by the die breaking down, from striking a ton of planchets at the U.S. Mint. It's part of normal wear and tear on the dies, as they will eventually break down from use.

I see a small amount of Die Deterioration, but it looks pretty normal to me.
