PCGS, NGC, and CAC have areas where you can verify certification online. What if when they were contacted by law enforcement these services were to label the coins as having been stolen, and to please contact the respective law enforcement agency?

They do help out in cases, but simply being contacted shouldn't be enough. Aside from due process, the biggest thing would be why publicly advertise they know? The best way to recover stolen things is to not make it public you know it was stolen and are targeting it.

We'd all like for stolen things to return to the rightful owner, but it wouldn't be helpful alerting them like that

They do a little less blatant... They revoke the cert and tell you to contact customer service. If somebody sends it in, they can recover the stolen property.
