You are right that they appear on French gold coins of the 14th Century. However, I believe that yours is a 15th counting token. The obv legend is hVRTE BIEn MOVTOn and the rev legend is DE LATOn SVI nOVMESI. By the way, single and double annulets were used sometimes as spaces between words. What you are seeing as a number 8 at about 7 o'clock on the reverse is a double annulet I think.
