What does the obverse show? Is there a push out on that area opposite the area in question?

Then it sounds like a struck through. Possible thread? Can't tell much from the image. You might try measuring a piece of thread on the coin to see if it is that thickness.

The second strike through looks like wire, the first not so sure about what it was.

Wire leaves a rounded trench. It looks more like a struck through fiber issue:
