I purchased this coin back in 2012 directly from the Mint. I put it under the Canon this morning, and I was very disappointed to see how hazy the mirrored portions of the coin were on both sides. I take it that this is caused by an insufficient rinsing of the blank planchet? Does the community concur?

It looks like milk spots to me.

Over on another forum (https://thesilverforum.com/search/?...h_in=titles) there is/was a lot of discussion on what causes them and how to potentially remove them (pretty unsuccessful stories thus far, unless you want to ruin your coin).

I think the RCM has developed a technique now to prevent these. But I haven't seen anywhere as to how they accomplished this.

The haze can and often does happen from the mint packaging itself.

The spots or milk spots are different than just haze and there's nothing that can really be done about those. Those are likely from something in the manufacturing process as many world mints have/had the same issues. At point (I think they still do) PCGS even offered something like a $10,000 reward to anyone who could figure out how to fix them, of course you could make more just fixing them if money was the motivation but it was that much of a problem rewards were even being offered.

Whether or not the RCM actually came up with a fix time will tell as the milk spots can take years to show and the RCM was one of the ones who was having the biggest issue.
