Has My Penny Devalued With A Planchet Or Lamination Flaw

I'm only new but don't know what to call this flaw. Planchet or lamination? There is no sign of a flaw on the obverse. And does it detract from the value of the coin?

An average 1935 penny is only worth a few cents.
With the flaw it might sell for $4 or $5 to a variety collector.
