Lots of different things happening with this one. Top edge cracked or something. Just above the date looks like an upside down IB maybe from LIBERTY. On the reverse looks like a crack and something with the bottom of the right side of the wheat. Are any of these errors?

The 9 and the 5 of date are due to filled dies. the rest are scratches plus a vise job making an incuse reversed impression above the date and a deep cut on reverse, it looks like the coin was sandwiched between two other coins and squeezed.

Pretty much a 3 cent wheat coin now. PSD drops the value as much as possible.
