I think this coin would grade high Au to low MS what is your opinion? Also, should I send this coin to NGC or PCGS to get this coin graded?

AU-58. Eye Appeal 7/10. Save up several coins to send in together to cut down on postage and fee division per coin.

Agree AU-58 slider, but a great-looking coin!

With this coin, I would really like to examine it with a 10X loupe, in hand for myself, particularly examining the high points for scuffing. Can't do that, but the TPGRader did.

Without that advantage,
I will go with the others,
AU58.

the light reflection on the surfaces makes it difficult to say it AU or MS. it does appear to be AU58 based on the photos provided

AU-58, too many rub marks for MS.
