This looks like similar doubling from variety vista to me? Both pics of IGWT are from different angles of lighting. Most of liberty looks doubled too? Opinions please1963-D-Quarter-Need-Help,-Possible-DDO?

It looks normal from what I can see. I looked at the DDO's on VarietyVista, and nothing was matching. Maybe Machine Doubling?

Take a look at this link and check all the dies for that year. that will give you a better idea of what to look for on these quarters.
